Check the output options in publisher when go to print to your PDF generator. If you print-to-file through a postscript device and then distill that .ps file you could then possibly manipulate it in Acrobat (with pitstop) to change any build blacks to 100% k (through the Global Change). Might also be able to work with it in Illustrator via the select>same>fill and stroke function then change the values to 100% K. Publisher, sadly is unsuitable for publishing.
